Radicle 1.3.0 introduces Canonical References & Windows CLI Support

Radicle latest release, 1.3.0, enforces canonical reference rules through a new identity payload entry and updates defaultBranch logic for greater protocol accuracy. A dedicated radicle-protocol crate now provides a sans I/O implementation, which is used by radicle-node. The CLI is also now available to Windows users without needing WSL.
