PDF2Text Pilot is the only free command-line-PDF-tool I know, able to convert PDF-files to text-files using the command line following the instruction http://www.colorpilot.com/pdf2text-command-line3.html .
This instruction you can also find in the Windows GUI of PDF2Text Pilot: Help - Contents - Using Command Line. All other PDF-to-txt tools I have found, are not free.
It was not easy to find the correct instruction, how to use the command-line-syntax, but with a syntax following this instruction the conversion of pdf-files to txt-files works fantastically.
Do not work on basic PDF files, output two blank lines without any warning or error. Tested on a dozen PDF generated from an official website (i.e. they are automatically created from database content): none can be converted successfully, despite the text can be selected within Acrobat Reader without any problem.
Is this realy open source ???
