It is based on October CMS and while my website is build with October CMS, Winter CMS was the way to go after October CMS went into a (steeped) priced model to receive any upgrades in the future. Winter CMS was very easy to migrate from October CMS. Now let's hope that they will maintain course in making further progress in the future.
