Because it's open source and it supports multiple platforms.
It sounds like a robot, not a human: http://espeak.sourceforge.net/samples.html ... It isn't compact (over 1 megabyte)
Opensource is good but there is better software out there, this app's high ranking is a legacy of what it was when it came out and doesn't reflect how it stands up to modern contenders.
