LaunchTab is a freeware skinnable pop-up file launcher for Windows.

LaunchTab has a graphical skinning feature that lets you create a "skin" to replace the graphics for Tabs.

LaunchTab uses simple file formats to define its skins, so anyone familiar with basic text editing, and a graphic editor such as GIMP should be able to fully customize LaunchTab's look.
