Buzz Captions is an offline audio transcription and translation tool powered by OpenAI's Whisper model. Just tried on Linux Mint. It's free, and is available for purchase on Mac if one so desires. Otherwise, it is FOSS. Works really well so far, best local and free audio transcription tool I've ever used so far.
