I tested it in June 2026, and it is definitely the best option. It's complete, free, and lets you customize folders with your own icons, just drop them into the appropriate folder.

A wonderfully simple way to get quick visual results! Note that if you change desktop folders, you will likely need to restart, sign out, etc. before you see the change on the desktop. (you can see it quickly in the explorer folder though)
