It clunky to set up nicely (no UI option to turn off OnTop) but once it is, it does its job well. I've been searching for an image viewer, on Windows, that has a minimal UI and can view all file types I throw at it for quite some time, seems I've finally found it.

Highly configurable, a lot of options and still is minimalist when in browsing mode
This is like app. There is needs somethings to fix. Can't zoom in - zoom out by default "+" or "-" or ctrl up down.
