I've tested XnView Standard version, IrfanView and FastStone Image Viewer. I liked XnView the most, because:
XnView scales well in Windows 7 Ultimate x64 on 150% DPI.
XnView has a tabbed interface, therefore viewing multiple images is very comfortable.
XnView has an option to show image properties (EXIF information), such as date taken, camera model that was used to take that image etc., in program's title bar.
If you're looking for a free image viewer and basic editor, I suggest to try XnView first.

That may end at the crapware they try to slide in on the installer, or it may not. It uses entirely too many resources sometimes for me to be completely comfortable having it installed (whether it is nefarious or not), which is a shame because it was once a really amazingly useful app. Irfanview is now what I use for a quick viewer, though it doesn't integrate as well with Win 10.
Irfanview uses that GhostScript program too for pdf, which to me, doesn't speak of great progressiveness. (and creates conflict if you have both Irfanview and XnView) It does seem a little lighter on resources, but not by much as I see it. I haven't compared all the features yet.

Download link to get past donation button: https://www.techspot.com/downloads/1124-xnview.html In the search for an Image Viewer that is expedient and good with computer resources, I was quite surprised when comparing, that a program so packed with features, could actually be efficient on a computer system too. But XnView still rates up there. The best competitor in resource use that I was finding is Sumatra, known for its pdf viewing though it supports many formats now. At this point, it seems that XnView Classic should support pdf without relying on the GhostScript program which confuses people in the underspoken requirement of having to be 32 bits to work with this program. And to be honest, Sumatra seems to well exceed XnView in pdf rendering quality. However, considering all the fantastic.. dare I say fantastical! :-) abilities of XnView, I can't quibble with the 5 star.

Viewing pictures, managing photos (move, copy, batch rename (Year-Mont-Day_Hour-Minute-Second-Seq…(With & With-out EXIF data)), resize etc) and great interface than IrfanView.
Android: F-Stop
Best for Viewing, moving copying image to folder (Gallery Management). I tried almost every gallery app but this one is best for managing for gallery.

At one moment it stops to run, leaving just process and icon in taskbar without window. Only reintstall helps. This problem is relevant to other versions. I have been tired of this and have moved to FSViewer.
A year or 2 ago, I had 50-75 photoshop files that I needed to convert to .pngs. doing so through photoshop was plausible, but would take forever to load each image and then export. I don't remember how long it took with this program, but I remember being relieved that it was so easy. It looks a little intimidating but ended up being pretty straightforward.
For simple conversions, especially with audio/video, I like File Converter. It doesn't even have an interface when you use it (there's one for the settings though), it just lives in a context menu.
